Your telegram of 19th October. Goods ex "Kafue" proposal would tend to throw responsibility on His Majesty's Government and Government of Hongkong and appears unneces- sary. Ship-owner's proper course is to insert in Bills of Lading as shippers name of original shippers for whom they are acting as agents of necessity if they are unwilling to do this they should insert their own name s same principle applies as regards consignees.
